The Occupational/Career Information Section of the Department of Workforce Services has created listings for Green Occupations and Green Industries. Development of these listings was determined necessary and driven by questions on the U.S. Department of Labor’s Readiness and Technical Assistance Survey for the American Recovery and Reinvestment Act. The American Recovery and Reinvestment Act of 2009 contains significant funding for energy and green-collar jobs training.

Due to the emergent state of the Green economy, wide variation exists for the definition of green jobs. At this time, there is no nationwide standard for defining and identifying green jobs. Green industries and occupations are rapidly evolving.

Since information on green-collar jobs is needed to address policy analysis and job-training planning, President Obama’s FY2010 budget includes funding for the Bureau of Labor Statistics (BLS) to define the Green Economy and produce data on green-collar jobs. But this data will not be available until 2011.

For this early stage of the Green Economy, the Occupational/Career Information Section has defined green jobs, identified five areas of the green economy, and generated listings of Green Occupations and Green Industries. Green Industries are at the 3-digit NAICS code.

The Occupational/Career Information Section has extensively researched and reviewed existing green jobs reports produced by eight states, including Texas, Louisiana, Tennessee and California. Analysis of these reports included looking at how identified green job tasks and skills fit generic job classifications (Using Standard Occupational Codes) across states.

The green occupations identified by the Council of Economic Advisors (CEA) and listed in Vice President Joe Biden’s “Middle Class Task Force” staff report have been included on Arkansas’ list.

State specific industries from the Arkansas Economic Development Commission’s (AEDC) Targeted Recruitment Opportunities Report have been included on the Green Industries list.
